This can vary greatly based on the location and size of the home, the age of the roof, if the property has full hurricane protection or not, the amount of coverage you get, and many other factors. The only way to get an accurate quote is to have a wind mitigation inspection on the property, but $4,500 per year should give you a "ballpark" estimate.
